On October 14, 2025, Xin Guobin, a member of the Party Group and Deputy Minister of the Ministry of Industry and Information Technology, presided over a symposium on the operation of industrial economy in some provinces in Beijing. He listened to local work situations and suggestions, analyzed the current economic situation and next year's development environment, and planned the work ideas and key measures for 2026.
  At the same time, China is in a critical period of deepening the promotion of new industrialization, with unprecedented global changes accelerating, international environmental uncertainty rising, and domestic circulation still facing bottlenecks. The stable operation of the industrial economy is facing many risks and challenges.
The meeting emphasized that 2026 is the starting year of the 15th Five Year Plan, and promoting stable growth of the industrial economy should be given more importance. We should strengthen global thinking and strategic planning, focus on key industries and regions, and work together in supply and demand to provide solid support for high-quality economic development and a good start to the 15th Five Year Plan. We need to stabilize the basic structure of the industrial economy, fully leverage the role of industrial provinces as the backbone, deeply implement policies and measures to stabilize employment and economy, strengthen the implementation of the new round of work plans for stabilizing growth in the ten key industries, actively tap into the potential of domestic and foreign markets, and lead new formats and models with high-quality supply to create new demand. We must continue to promote the optimization of industrial structure, strengthen the governance of production capacity in key industries, accelerate the application of artificial intelligence empowerment, and promote the high-end, intelligent, and green development of the manufacturing industry. We need to increase our assistance to enterprises, further reduce their burden, strengthen the coordination between standards, regulations, and supervision, actively create a good business environment, and strengthen the confidence of enterprise development. We must closely track changes in the domestic and international economic situation, strengthen situation analysis and policy reserves, enhance factor guarantees, improve the ability to prevent and resolve major risks, and promote the stable and healthy operation of the industrial economy.
Officials in charge of industrial and information technology departments in eight provinces including Liaoning, Jiangsu, Zhejiang, Fujian, Shandong, Hunan, Guangdong, and Sichuan, as well as officials in charge of relevant departments and bureaus, attended the meeting.
