On September 16th, the 2025 BRICS New Industrial Revolution Partnership Forum opened in Xiamen, Fujian Province. Li Lecheng, Secretary of the Party Group and Minister of the Ministry of Industry and Information Technology, Zhou Zuyi, Secretary of the Fujian Provincial Party Committee and Chairman of the Standing Committee of the Provincial People's Congress, Alexei Grudjev, Deputy Minister of Industry and Trade of Russia, Faisal Riza, Deputy Minister of Industry of Indonesia, and Khalid Nazmi, Ambassador of Egypt to China, attended the opening ceremony of the forum and delivered speeches. Gerardo Alcmin, Vice President and Minister of Industry, Trade and Services of Brazil, and Dilma Rousseff, President of the New Development Bank, delivered video speeches.   The BRICS countries have deepened cooperation in industrialization, digitization, innovation and other fields under the framework of partnership, and achieved a series of practical results. BRICS countries and developing countries should leverage their unique advantages in markets, resources, industries, and other aspects to jointly build a closer, pragmatic, inclusive, and inclusive partnership for the new industrial revolution. One is to seize the opportunities of technological change and accelerate digital transformation. Strengthen policy and regulatory coordination, promote digital infrastructure connectivity and the popularization and application of innovative technologies, enable industrialization with emerging technologies such as artificial intelligence, 5G, industrial Internet, cloud computing, and fully release the potential of digital technology. The second is to accelerate the green and low-carbon transformation and promote sustainable development. Support investment cooperation in areas such as new energy vehicles, photovoltaics, wind power, hydrogen energy, and energy conservation and environmental protection, jointly develop high-quality technologies and products that are usable, affordable, and effective, and promote the green and low-carbon transformation of industries. The third is to build an open and win-win ecosystem and achieve inclusive growth. To jointly maintain the security, stability, smoothness, and efficiency of the global industrial and supply chains, promote the exchange of industry standards and mutual recognition of qualifications, develop and promote new technologies, cultivate and strengthen new industries, and create a mutually beneficial and prosperous industrial ecology.

  The forum officially announced the expansion of the "New Industrialization International Cooperation Initiative" to 19 national regulatory authorities and released an action plan.
At the High level Dialogue on Industry and the BRICS Innovation Base Entrepreneur Forum, Xin Guobin, member of the Party Group and Deputy Minister of the Ministry of Industry and Information Technology, shared China's experience and concepts in promoting new industrialization, and proposed practical cooperation measures such as building an innovation network, maintaining stable and smooth industrial and supply chains, and consolidating the industrial capacity foundation. Ministerial officials and ambassadors from BRICS partner countries such as Bolivia, Cuba, Malaysia, and Nigeria delivered keynote speeches, while officials from countries such as Bangladesh, Cambodia, Congo (Brazzaville), Gambia, Ghana, Tajikistan, and well-known domestic and foreign entrepreneurs held roundtable dialogues on industrial innovation, green development, and artificial intelligence. The forum will set up six sub forums, including intelligent manufacturing and robotics, new energy manufacturing, industrial design, pharmaceutical industry, industrial technology innovation, and digital industry ecology, to release a series of practical achievements. At the same time, the forum held the BRICS New Industry "Golden Heron" Excellence Scholarship Training Course, BRICS Industrial Innovation Competition, BRICS New Industrial Revolution Exhibition, and the United Nations Industrial Development Organization Global Industrial and Manufacturing Artificial Intelligence Alliance Member Conference.
The forum, with the theme of "Unleashing the Potential of BRICS Cooperation and Achieving Inclusive and Sustainable Industrialization", is jointly hosted by the Ministry of Industry and Information Technology and the People's Government of Fujian Province. Representatives from government departments, embassies and consulates in China, well-known enterprises, industry associations, think tanks, financial institutions, as well as international organizations such as the United Nations Industrial Development Organization and the New Development Bank from 34 countries attended.
During the forum, the Ministry of Industry and Information Technology held talks with the Russian Ministry of Industry and Trade, the Indonesian Ministry of Industry, the Cuban Ministry of Industry, the Gambian Ministry of Communications and Digital Economy, the Ghanaian Ministry of Communications Digital Technology and Innovation, and the Tajikistan Innovation and Digital Technology Agency.
