On November 21, 2025, the National Symposium on Industrial and Information Technology High tech and Industrial Development was held in Hefei, Anhui Province. The meeting thoroughly studied and implemented the important instructions of General Secretary Xi Jinping on the development of high-tech and industries, comprehensively implemented the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, systematically summarized the achievements and experience of the work on high-tech and industry development in the 14th Five Year Plan, and studied and deployed the key work tasks for the next stage.   Major national science and technology projects have achieved fruitful results, effectively promoting the breakthrough of science and technology, leading the forging of strategic strengths, ensuring the implementation of major projects, and supporting industrial transformation and upgrading. The strength of high-tech enterprises has significantly improved, with 504000 high-tech enterprises within the valid period nationwide. The industry has distinctive characteristics, outstanding innovation capabilities, and huge economic contributions, and the status of enterprises as the main body of innovation has been significantly enhanced. Accelerate the development of future industries, build provincial-level future industry pilot zones tailored to local conditions, promote the rapid development of sub sectors such as quantum technology, biomanufacturing, and embodied intelligence, and deepen breakthroughs in key technologies, iconic product development, and typical application scenario construction in future industries.
The meeting emphasized the need to deeply grasp the strategic positioning, key goals, methodological paths, and situational requirements of high-tech and industrial development, systematically plan and deploy the "15th Five Year Plan", and focus on promoting the high-quality development of high-tech industries. We must resolutely implement the requirements of the reform of the scientific and technological system, systematically plan the deployment of the 15th Five Year Plan, accelerate the transfer of functions, strengthen top-level design, and improve innovation mechanisms. We need to accelerate the research and development of key core technologies, strengthen the supply of high-quality science and technology, implement project layout, improve research and development mechanisms, and deepen the transformation and application of achievements. To promote the high-quality development of high-tech enterprises, optimize the management of high-tech enterprise recognition, improve the gradient cultivation system of enterprises, and enhance the level of industrial cluster development. We need to have a forward-looking layout for future industries, conduct in-depth research on future industry strategies and industrial chain analysis, focus on key areas such as quantum technology, biomanufacturing, and 6G to promote key technological breakthroughs, build an industrial ecosystem, seize the high ground of technological development, and continuously stimulate new quality productivity. We need to strengthen collaboration and cooperation, deepen cross departmental communication and cooperation, answer common questions together, and work together to promote the deep integration of scientific and technological innovation and industrial innovation.
