On April 9, 2026, the work exchange activity on optimizing the development environment for small and medium-sized enterprises was held in Haikou City. Ke Jixin, member of the Party Group and Deputy Minister of the Ministry of Industry and Information Technology, and Yang Guoqiang, Vice Governor of Hainan Province, attended the event and delivered speeches.

The purpose of this exchange activity is to thoroughly implement the decision-making arrangements of the Party Central Committee and the State Council on promoting the high-quality development of small and medium-sized enterprises, summarize and promote the experience and practices of optimizing the development environment of small and medium-sized enterprises in various regions, demonstrate the effectiveness of relevant work, and further promote the continuous optimization of the development environment of small and medium-sized enterprises in various regions. In the early stage, in order to implement the requirements of the Law of the People's Republic of China on the Promotion of Small and Medium sized Enterprises, the Ministry of Industry and Information Technology has conducted environmental assessments for the development of small and medium-sized enterprises for seven consecutive years. With the joint efforts of various regions and departments, the development environment for small and medium-sized enterprises has continued to improve, and many good practices have emerged. Next, we will work with relevant departments to accelerate the preparation process; Fifteen Five Year Plan; To promote the development plan of small and medium-sized enterprises, we will continue to focus on five dimensions: market, rule of law, financing, innovation, and policies, and further optimize the development environment for small and medium-sized enterprises. At the same time, we will strengthen experience exchange and promotion, guide local mutual learning, and assist small and medium-sized enterprises in achieving high-quality development.

During the exchange event, Jiang Xiaojuan, Honorary President of the Chinese Society of Industrial Economics and Director of the National Data Expert Advisory Committee, focused on; Digitized Innovation and Transformation and Upgrading of Small and Medium sized Enterprises; Make a special report on the topic. The China Small and Medium sized Enterprise Development Promotion Center introduced the assessment of the development environment for small and medium-sized enterprises in 2025. Officials from Shanghai, Suzhou, Wuhan, Chengdu, Haikou and other places made exchange speeches and shared typical experiences and practices. Officials in charge of local small and medium-sized enterprise management departments, as well as representatives from relevant experts, service agencies, and others, attended the meeting.
