On April 10th, the Ministry of Industry and Information Technology held the 2026 National Industry Conference on High-quality Development of Electronic Information Manufacturing in Wuhan, Hubei Province. The conference aimed to thoroughly study and implement the spirit of General Secretary Xi Jinping's important instructions and remarks on the development of the electronic information industry, systematically summarize the development achievements of the electronic information manufacturing industry during the "14th Five-Year Plan" period and in 2025, study the industrial development situation, and deploy key work for the next stage. Xiong Jijun, Vice Minister of the Ministry of Industry and Information Technology, attended the conference and delivered a speech. Zhu Ninghua, CAS Member, gave a keynote report.

In 2025, the computer, communication, and other electronic equipment manufacturing industry achieved a revenue of 17.4 trillion yuan, accounting for 12.5% of industrial revenue, ranking first among 41 major industrial categories for 13 consecutive years. During the "14th Five-Year Plan" period, new breakthroughs were made in industries such as integrated circuits, servers, and new displays. The development of artificial intelligence terminals entered a fast lane, new progress was made in the large-scale application of Beidou, the photovoltaic industry showed a trend of bottoming out and rebounding, and the safety capabilities of the lithium battery industry continued to improve, making positive contributions to accelerating the promotion of new industrialization and building a strong manufacturing and networking country.

The meeting emphasized that during the "15th Five-Year Plan" period, China's development environment faces profound and complex changes, being a period where strategic opportunities and risk challenges coexist, and uncertain and unpredictable factors are increasing. We must align our thoughts and actions with the scientific judgment of the Party Central Committee on the situation, continuously enhance the forward-looking, foresight, and initiative of our work, vigorously cultivate new industries, new driving forces, and new growth poles, and strive to write a new chapter of high-quality development for the electronic information manufacturing industry. Adhering to the people's livelihood orientation, we will enrich the supply of consumer electronics, provide smart solutions in the fields of healthcare, elderly care, and education, focus on mandatory national standards for mobile power, governance of complex TV operations, and unification of mobile phone charging interfaces, continuously meeting the people's needs for a better life. Adhering to the innovation orientation, we will formulate relevant plans for the "15th Five-Year Plan" electronic information manufacturing industry, accelerate the development of the fifth-generation reduced instruction set computing (RISC-V) industry, vigorously promote the iterative upgrading of artificial intelligence (AI) terminals, drive simultaneous breakthroughs in complete machines and components, create "blockbuster" products, and enrich application scenarios. Adhering to the value orientation, we will promote the high-quality development of the advanced computing industry, accelerate the construction of an efficient and unified AI chip computing interconnection ecosystem, and drive the industrial chain to leap towards higher value segments. Adhering to the problem orientation, we will carefully analyze the current challenges facing the industry, propose targeted development roadmaps, resolutely eliminate the "involution" competition in the photovoltaic industry, and enhance the resilience and security level of key industrial and supply chains. Adhering to the result orientation, we will establish and practice a correct view of political achievements, adhere to benefiting the people, making scientific decisions, seeking truth and pragmatism, accelerate the introduction of policy documents in the fields of spatiotemporal information and satellite internet, and strive to create achievements that can withstand the test of practice, the people, and history.

At the meeting, responsible comrades from the industrial and information technology departments of Beijing, Anhui, and Zhejiang made exchange speeches. Responsible comrades from the Fifth Research Institute of Electronics of the Ministry of Industry and Information Technology, the National Integrated Circuit Industry Investment Fund Company, relevant universities, associations related to the electronic information industry, key enterprises, and standardization committees made special exchanges.
